First, melt butter in medium saucepan. Add flour and salt. Stir until smooth.
Add milk (if you decided you would like to use cream do 1 cup cream and 1 cup milk) to saucepan and stir frequently until it reaches a boil.
Boil and stir for 2 minutes. (1 minute if using cream)
Next, add garlic powder and parmesan cheese whisk until well combined and cheese is melted. Enjoy over noodles or noodles and cooked chicken!
