Microwave milk for 40–50 seconds, then skim and transfer to bowl.
Add chopped white chocolate, sugar, skim powder, and vanilla. Mix, then whisk until dissolved.
Microwave again for 20 seconds if not smooth.
Add corn syrup one teaspoon at a time while stirring. Repeat with condensed milk.
Optional: drizzle in flavored syrup.
Cool to room temp or chill briefly.
Slowly stir in heavy cream until smooth and combined. Ready to serve!
