Cook beef and sausage in a skillet until browned; drain fat. Add onions, garlic, and seasonings, then stir in marinara. Simmer for 10 minutes.
Preheat oven to 375°F. Grease a deep 9×13-inch dish and layer cooked pasta (optional) on the bottom.
Spread half the sauce, cheese, and pepperoni. Repeat layers and finish with cheese on top.
Cover loosely with foil and bake for 25 minutes. Uncover and bake another 15–20 minutes until bubbling and golden.
Cool 10 minutes before slicing. Garnish with fresh herbs.
