Boil potatoes until tender
Mix boiled potatoes with popped mustard seeds, curry leaves, green chilies, ginger, and hing to create the vada filling
Prepare pakora batter by mixing chickpea flour, salt, turmeric, and hing with water to achieve a consistency slightly thicker than pancake batter
Heat oil to 200-250°C (400°F)
Dip potato dumpling in pakora batter, ensuring even coating
Deep fry by tossing from hand to hand and dropping into hot oil, keeping it floating at the top for 2-3 minutes until golden and crispy
Collect bundi (crispy batter bits) that fall into the oil
Prepare red garlic chutney by combining fried baby garlic, peanuts, dried red chilies, salt, and bundi
Open pav (bread roll) and spread green chutney on the top half
Sprinkle red garlic chutney on the bottom half
Squirt tamarind chutney on the bottom half
Place fried vada inside the pav
Top with fried green chili
Serve immediately on wax paper or wrapped
