  1. Preheat oven to 350°F (177°C). Line a 12-cup muffin pan with cupcake liners.

  2. In a large bowl, whisk together the flour, sugar, cocoa powder, baking soda, and salt.

  3. In a medium bowl, whisk together the eggs, milk, oil, and vanilla.

  4. Slowly pour the wet ingredients into the dry ingredients and whisk until just combined. Carefully fold in the boiling water (the batter will be thin).

  5. Divide the batter evenly among the 12 cupcake liners, filling them about ¾ full.

  6. Bake for 18-20 minutes, until a toothpick inserted in the center comes out clean.

  7. Allow to cool completely before frosting.
