Preheat oven to 350°F. Mix butter, sugar, eggs, and vanilla. Add cocoa, flour, salt, and food coloring. Bake 18–20 minutes.
Let brownies cool completely, then cut into circles.
Cream butter and sugars. Add milk, vanilla, flour, and chocolate chips.
Form dough into half-spheres and freeze 20 minutes.
Place domes on brownie bases.
Mix powdered sugar, milk, and coloring. Spoon over bites.
Top with candy melts, chill, and serve.
