Mix margarine or butter and cream cheese together until combined, about 2-3 minutes
Add 2 ½ cups all purpose flour to the mixture
Knead the dough for 8-10 minutes until it forms and comes together, working through the sticky stage
Continue kneading until the dough no longer sticks to your hands or the bowl
Form the dough into small balls of desired size for empanadas
Let the dough rest for 15-20 minutes
If the dough shrinks when making tortillas, let it rest for another 10-15 minutes
Add your favorite filling to each dough ball
Close and seal the empanadas well, adding decorative edging if desired
Bake the empanadas until ready
