Preheat the oven to 375°F. Lightly grease a muffin tin.
In a large bowl, combine the mashed potatoes, shredded cheese, beaten eggs, sour cream, flour, Parmesan cheese, chives, and salt. Mix until well combined and smooth.
Spoon the mixture into the prepared muffin tin, filling each cup about three-quarters full.
Bake for 20 to 25 minutes, until the tops are golden and lightly crisp.
Let the potato puffs cool for a few minutes before gently removing them from the pan. Serve warm.
