Stir together the brownie mix, eggs, and oil. Stir by hand, about 50 - 75 strokes or just until well combined.
Stir in the chips and the nuts.
Chill the cookie dough for 20 to 30 minutes.
Preheat oven to 350°.
Scoop about 2 Tablespoons of cookie dough per cookie onto a parchment paper lined cookie sheet, leaving room for the cookies to spread as they bake.
Bake for 10 to 12 minutes. Cookies should be soft in the center.
Remove from the oven and press 3 or 4 mini marshmallows in the middle of each cookie.
Place the cookies back in the oven just until the marshmallows are melted, about two more minutes.
Allow the cookies to cool completely; then spread each cookie with the frosting.
