In a quart mason jar add the flour, baking soda, baking powder, and salt.
Layer the granulated sugar, then the brown sugar, pressing down gently to pack.
Add the festive M&M's and white chocolate chips on top for a colorful finish.
Seal the jar tightly and attach a label or gift tag with the baking instructions.

Preheat oven to 350°F (175°C). Line a baking sheet with parchment paper.
In a large mixing bowl, empty the jar's contents.
