In a bowl, mix cream cheese, crab meat, green onions, garlic, soy sauce, sesame oil, salt, and pepper until well combined. Chill the mixture for 15 minutes to firm up slightly.
Scoop 1 tablespoon of filling and roll into a ball. Repeat until all filling is used.
Set up a breading station: flour, beaten eggs, and panko breadcrumbs in separate bowls. Roll each ball in flour, dip in egg, then coat thoroughly in panko. Press gently to adhere.
Frying Method: Heat 1–2 inches of oil in a skillet to 350°F (175°C). Fry bombs in batches for 2–3 minutes, until golden and crispy. Drain on paper towels. Baking Method: Preheat oven to 400°F (200°C). Place bombs on a parchment-lined baking sheet. Spray generously with olive oil spray. Bake for 15–20 minutes, flipping halfway, until golden.
