  1. Set oven to 350°F (180°C) and line a muffin tray with liners.

  2. Combine flour, sugar, baking powder, zest, cinnamon, and salt.

  3. Stir in milk, oil, vinegar, and vanilla until just combined.

  4. Gently fold in most of the blueberries.

  5. Divide batter into muffin cups, about ¾ full.

  6. Scatter reserved berries and sugar on top.

  7. Cook for 25–30 minutes until toothpick comes out clean.

  8. Rest 10 minutes in tin, then transfer to rack.
