Pre heat oven to 325 degrees and line 9x13 baking pan with parchment paper. In a bowl, whisk together butter and sugars until combined. Add in eggs, vanilla, and heavy cream. Mix until fully combined
In a separate bowl, combine dry ingredients and whisk until combined
Combine wet and dry and mix until just combined. Add in white chocolate chips, butterscotch chips, and white chocolate chips and mix until just combined
Add in ⅔ of mixture into baking pan. Scoop dulce de leche onto baking pan on top of mixture and spread until evenly distributed. Add in rest of mixture and smooth until even on all side. Sprinkle desired amount of flaky salt on top
Bake for 40-45 minutes or until edges are set. After taking out of the oven, place remaining toppings while blondies are hot
Let rest for 1 hour in pan to finish baking. Lift with parchment and place onto counter
Drizzle caramel drizzle and flaky salt. Cut into desired pieces and let rest until blondies are structured and set. Once they are set, feel free to dig in!!!
