Preheat oven to 375°F.
In a medium sized bowl, mix together the flour, paprika, salt and pepper.
Coat each chicken thigh in the flour mixture and place in a glass baking dish.
In a separate bowl, mix the honey, soy sauce, and garlic.
Pour evenly over the chicken. You may need to flip them over once or twice to make sure they're coated completely in the sauce. Sprinkle with the red pepper flakes to taste (optional).
Cover with foil and bake for 30 minutes.
Uncover and continue baking for another 15 minutes.
Serve with rice or vegetables, with extra sauce on the side if desired.
