In a skillet, brown ground beef with onion. Drain fat.
In a bowl, mix soup, milk, salt, and pepper.
Layer half the tater tots in the bottom of a greased slow cooker.
Add beef mixture, pour soup mixture over, then top with cheese.
Add remaining tater tots on top.
Cover and cook on LOW for 4–5 hours or HIGH for 2–3 hours.
Garnish with green onions or parsley before serving.
