Preheat oven to 180C (fan-forced). Line a baking tray with baking paper.
Cook the broccoli in boiling water for 2 minutes. Drain, refresh under cold water and roughly chop.
Place the onion and carrot into a food processor and process for a few seconds. Add the remaining ingredients and process until finely chopped.
Place a star-shaped cutter onto the prepared tray. Add some of the salmon mixture and press down to fill the cutter. Remove the cutter to leave a star shape of mixture on the tray. Repeat with remaining salmon mixture to make 15 stars.
Bake for 15 minutes or until lightly golden and cooked through.
