Preheat the oven to 375°F (190°C).
In a saucepan, melt butter over medium heat and sauté garlic until fragrant.
Add heavy cream, smoked paprika, cayenne, salt, and black pepper, and bring to a simmer.
In a greased baking dish, arrange a layer of sliced potatoes.
Pour a portion of the cream mixture over the potatoes and sprinkle with some cheddar and parmesan.
Repeat the layers until all ingredients are used.
Cover with aluminum foil and bake for 40 minutes.
Remove the foil and bake for another 20 minutes or until golden and bubbly.
Garnish with fresh chives before serving.
