Press this mixture evenly into the bottom of the prepared pan to form a crust.
Sprinkle the semi-sweet chocolate chips and butterscotch chips evenly over the crust.
Add the chopped pecans and shredded coconut on top of the chips.
Drizzle the sweetened condensed milk evenly over all the toppings.
Bake in the preheated oven for 25-30 minutes, or until the top is lightly browned.
Allow the bars to cool completely before cutting them into squares.
