Begin by shredding the Gouda, parmesan, cheddar, and mozzarella cheeses.
In a skillet, brown the ground beef and season it with salt, pepper, garlic, onion, and green seasoning. Add sazon to enhance the color.
Boil the mini penet in water until it is al dente, and rinse the pan if needed.
In the same pan, combine the peppers, onions, green seasoning, carnation milk, and heavy cream in equal parts.
Stir in the shredded cheese until you achieve the desired consistency.
Mix in the cooked pasta and additional cheese until the mixture is saucy, then add the Maggie seasoning.
Layer the mixture in a baking dish, starting with macaroni, followed by the meat and cheese, then another layer of macaroni and more cheese on top.
Sprinkle Chef Jyn's Genesis seasoning over the top.
Bake in a preheated oven at 400°F for about 10 minutes, then broil for an additional 5 minutes.
