Cook Pasta
Combine pasta, tomatoes, broth, shallot, garlic, olive oil, salt, pepper, and red pepper flakes in a pot.
Bring to a boil, then reduce heat and simmer, stirring occasionally, until pasta is al dente and liquid has reduced to a sauce consistency, about 15-20 minutes.
Finish Pasta
Stir in heavy cream and parmesan until smooth.
Stir in basil.
