Toast the Garlic: In a cold pan, add chopped garlic and enough oil to cover. Slowly heat over low, stirring until golden brown. Strain and set aside the garlic. Reserve 3 Tbsp of the garlic oil.
Marinate the Beef: Combine sliced beef with all marinade ingredients. Mix well and let it rest for at least 15 minutes.
Pre-cook the Beef: Boil 6 cups of water. Blanch the marinated beef in batches for 1 minute each. Set aside.
Make the Sauce: In a pan over medium heat, add 3 Tbsp garlic oil. Toast 1 tsp black pepper, then add mushrooms and sauté for 5 minutes. Add the pre-cooked beef, water, cream, bouillon cube, soy sauce, additional pepper, and salt. Stir in half of the toasted garlic. Simmer for 5–8 minutes until thickened to a gravy-like consistency.
Serve: Spoon over steamed white rice and top with remaining toasted garlic. Enjoy!
