In a pot, brown the ground beef and drain any fat.
Add onion and garlic and stir cooking until onion is softened.
Stir in tomato paste, tomatoes, broth and beans.
Add seasonings, sugar and vinegar. Cover and simmer for 20 minutes.
Serve topped with shredded cheese and sour cream.
