Heat olive oil in a skillet over medium heat. Add onion and cook until soft.
Add ground beef and cook until browned. Drain excess fat.
Stir in garlic, Worcestershire sauce, Dijon mustard, and paprika. Cook for 1 minute.
Pour in beef broth and bring to a simmer.
Add tortellini and cook according to package instructions.
Reduce heat and stir in heavy cream. Simmer until sauce thickens.
Season with salt and pepper. Garnish with parsley.
