Combine all of the bean filling ingredients in a deep mixing bowl and use a hand blender to mix until well blended.
Heat a large pot or skillet on medium high heat and add oil. Once hot, add cumin seeds followed by jalapeño pepper. Let sizzle for a few seconds, then add sliced onions and peppers.
Add garlic and continue to cook until fragrant. Add spices and cook for 4-5 minutes. Add spinach and corn, cooking off any moisture.
For the queso, melt butter in a saucepan, add jalapeños, onions, and bell peppers. Cook until soft, then add garlic and spices.
Add flour and stir continuously until golden. Slowly pour in milk while whisking until thickened. Add cheese in batches until desired consistency.
Take a tortilla, spread bean mixture, top with cheese and veggie filling, then fold and roll securely.
Set air fryer to 360°F for 9-10 minutes. Brush with oil and place in air fryer. Once done, top with queso and serve hot.
