Put 2 tablespoons of olive oil in a large Dutch oven over medium heat. Add onion, bell pepper, celery, scallions, parsley, and garlic. Cook until onion is translucent.
Season beef with salt and pepper, then add the beef, soy sauce, and Creole spice blend, along with 3 quarts of water. Simmer until beef is tender.
Boil eggs and cook spaghetti separately. Peel and cut eggs in half lengthwise.
Shred the beef, adjust seasoning, and serve along with spaghetti, sliced green onions, and hardboiled eggs.
