Melt butter and choc chips in a microwave safe bowl and set aside to cool
Heat treat flour by microwaving twice for 30 seconds, stirring in between
Combine melted chocolate and butter and both sugars in aimixing bowl.Whiskve to combine, stabbing any clumps of sugar to break them up
Sift in flour and cocoa powder before folding until it comes together into a dry dough
Add in milk and fold through with a rubber spatula. If the dough is too dry adda small amount of milk at a time until your desired consistency is achieved
Add any mix ins you want and it's ready to enjoy
