Prepare Batter
Combine flours, baking powder, and turmeric. Season.
Gradually add beer and water, stirring until smooth.
Let rest 30 minutes.
Prepare Chips
Boil potatoes 2-3 minutes until just tender. Drain well.
Toss potatoes with riceflour, oil, and salt until evenly coated.
Roast at 200C for 30 minutes, turning occasionally, until golden and crisp.
Cook Fish
Heat oil to 180C.
Pat fish dry. Toss in 2 tbsp riceflour and salt. Shake off excess.
Dip fish in batter.
Carefully fry fish for 6-8 minutes until golden and crisp.
Drain on kitchen paper and sprinkle with salt.
Make Tartar Sauce
Mix mayonnaise, gherkin, capers, lemon juice, parsley, and tarragon. Season.
