To make the dough: mix flour and salt. Gradually add water while stirring until a sticky dough forms. Mix in oil until smooth. Cover and rest 30 minutes.
Split into 3 portions, shape into balls, and rest 15 minutes.
To make the filling: mix five spice, salt, flour, and oil into a paste.
Roll one dough ball into a thin round. Spread filling evenly and sprinkle with scallions.
Cut a slit from center to edge, roll into a cone, seal, then press down into a disk.
Roll each disk into a large round about ¼” thick and transfer it to the frying pan.
Pan fry each pancake over medium heat with oil, about 2 minutes per side until golden. Cover while cooking to steam.
