Cook tortellini according to package instructions; drain and set aside.
In a large skillet, melt 2 tbsp butter over medium-high heat. Add steak bites, season with salt and pepper, and sear 3-4 minutes per side. Remove and set aside.
Add remaining 1 tbsp butter and garlic to skillet. Sauté for 1 minute.
Reduce heat. Stir in heavy cream and Parmesan. Simmer 2–3 minutes to thicken. <
