Mix ground beef, rice, chopped mint, cumin, oregano, salt, and ground pepper together and form meatballs
Blend roasted tomatoes, chipotles in adobo, garlic cloves, chicken bouillon, and 1½ cups water until smooth
Bring 6 cups of water to a boil and add meatballs, boil for 10 minutes
Add corn cobs (cut bite size) and boil for 7 minutes
Add chopped celery stalks, cubed potatoes, and chopped carrots, boil for 7 minutes
Add chopped zucchinis and pour in the blended sauce
Taste for salt and boil for another 3-5 minutes
Garnish with onion and cilantro and serve with tortillas
