Preheat oven to 350°F
Line cookie sheets with parchment paper
Sift together flour, baking powder, salt, and baking soda, set aside
Using a stand mixer, cream together butter and sugar until light and fluffy
Mix in egg, add lemon juice and lemon zest
Add dry ingredients and mix well
Chill dough for at least 30 minutes
Using a small cookie scoop, place cookies on prepared baking sheet 2 inches apart
Bake for 10 minutes or until edges start to slightly brown
Remove from oven and let cookies cool on baking sheet
For glaze, combine lemon juice and powdered sugar
Dip cookie tops into glaze and place on wire rack to dry
