Grease and line an 8 inch pan with parchment paper
Preheat oven to 180°C
Mix together sugar, lemon zest, oil, and eggs
Add lemon juice to the mixture
In a separate bowl, combine all purpose flour, baking powder, and baking soda
Alternate adding dry ingredients and milk to the wet mixture
Stir in melted butter
Pour batter into prepared pan
Bake at 180°C for 35-40 minutes
Let cool for 15-20 minutes
Prepare lemon glaze by mixing icing sugar, lemon juice, and milk
Pour glaze over cooled cake
Cut into slices and serve
