Prepare Filling
Stir fry cabbage, carrots, beansprouts, garlic, and spring onions for 2-3 minutes until softened.
Add soy sauce, sesame oil, pepper, and salt. Stir fry for 1 minute more.
Make Slurry
Mix flour and water.
Assemble and Fry Rolls
Place pastry sheet like a diamond.
Add 1 tbsp filling 2 inches from the bottom corner, shape into a sausage.
Fold bottom corner over filling, roll halfway.
Brush slurry on two sides of filling, fold sides into the middle.
Brush slurry on remaining pastry edges. Tuck in edges and roll tightly to close.
Heat oil. Fry rolls 3-4 minutes per side until golden.
