Preheat oven to 325°F. Line an 8x8-inch pan with foil and spray with nonstick cooking spray.
Arrange graham crackers in a single layer in the prepared pan. You will have to break one of the graham crackers along the perforated lines in order for them to fit snugly into the pan.
Prepare the brownie batter with the water, oil, and egg according to package directions. Spread the batter evenly over the graham crackers.
Bake for 35 minutes. Remove from oven and immediately top evenly with chocolate chips and then add the marshmallows.
Bake for an additional 5 minutes or until the marshmallows puff up and are lightly browned.
Cool on a wire rack for about 20 minutes before cutting. Serve warm or at room temperature.
