Bring the water, butter, salt and pepper to a boil in a sauce pot.
Add the 2 cups of Israeli/Pearl Couscous, cover and reduce heat.
Cook for 8 minutes.
Remove the lid and add the heavy cream, parmesan cheese, garlic powder, and mozzarella cheese.
Stir to combine and cook for 3-5 minutes uncovered.
Remove from heat and stir in chopped fresh parsley.
