Rinse bacalao and let sit in a bowl with water for 3 hours
Grab a pot and add water, bring to a boil and add bacalao, boil for 30 minutes
Remove bacalao and set aside. Once cooled down, shred bacalao and remove any bones
In a bowl add flour, baking powder, and warm water. Mix well
Add garlic, bell pepper, cilantro, oregano, adobo, sazon, and bacalao. Mix well
In a large frying pan heat oil over medium high heat to 350 degrees
Using a soup ladle add batter into the oil, making sure to not crowd the pan. Fry for a few minutes on each side till crispy
Set aside on paper towels and serve with mayoketchup on the side
