Combine cream cheese, green onions, green salsa, lime juice, shredded chicken, cheese, cumin, chili powder, onion powder, garlic, and cilantro in a large bowl and mix well until evenly combined
Add about 2 tablespoons of filling to each tortilla, roll tightly, and place seam-side down on a baking sheet
Lightly spray the taquitos with cooking spray and sprinkle with salt
Bake for 25 minutes, or until golden and crispy
Serve warm with salsa, sour cream, guacamole, or your favorite dips
