Gradually add the warm water or milk, mixing until a dough forms.
Knead the dough on a floured surface for about 5 to 10 minutes until smooth and elastic.
Shape the dough into a ball, cover it, and let it rest for about 30 minutes.
Divide the dough into 6-8 equal pieces, roll each into a ball, and flatten to about ½-inch thickness.
Heat oil in a deep frying pan or pot over medium heat.
Fry each piece for about 2-3 minutes on each side until golden brown.
Remove from oil and drain on paper towels.
