Pat the beef dry with paper towels and season with salt and pepper all over.
Heat oil in a large frying pan over high heat, sear the beef until browned, and set aside.
Cook onion, garlic, celery, carrot, and herbs until soft.
Add tomato paste, anchovies, wine, stock, and bay leaf. Bake in the oven for 3 ½ - 4 hours.
Remove the meat, shred it, thicken the sauce on the stovetop, and combine the meat with the sauce.
Serve with pasta and Parmesan.
