Preheat oven to 375°F (190°C) and lightly grease a 9x13-inch baking dish.
In a skillet over medium heat, cook ground beef until browned, about 6–7 minutes. Drain excess fat.
Add taco seasoning and water to beef. Simmer for 2–3 minutes until thickened.
Stir in black beans, corn, and salsa. Simmer for another 3 minutes.
Layer half of the crushed corn chips in the baking dish. Top with the beef mixture and 1 cup of cheddar cheese.
Add remaining corn chips and top with the rest of the cheese.
Bake uncovered for 15–20 minutes, until the cheese is melted and bubbly.
Serve hot with your favorite toppings.
