In a large skillet set over medium high heat melt the butter and add in the flour. Cook, stirring, for 2-3 minutes until the mixture begins to brown then add in the salt, pepper, mustard powder and garlic powder. Cook for another 1-2 minutes until the mixture is golden brown then whisk in the cream and shredded cheese.
Lower the heat to medium low and continue to cook for 2-3 minutes until you have a thick creamy sauce. Stir in the cooked pasta and enough pasta water to reach a desired consistency, then taste for seasoning and remove from heat.
Serve immediately and enjoy
