Mix the egg, soy sauce, ramen seasoning packet, garlic powder, shallot powder, ginger powder, black pepper, chili oil, sesame seeds, and scallions in a bowl.
Pour 1.5 cups of boiling water slowly into the bowl, stir, and let sit for 2 minutes.
Add the noodles, and optionally top with dumplings, soft-boiled eggs, steamed fish cakes, seaweed, extra scallions, and more chili oil.
