Boil pasta according to package directions and drain.
Season steak cubes with salt, pepper, paprika, and onion powder.
Heat olive oil in a skillet over high heat and sear steak bites 2-3 minutes per side until browned.
Reduce heat, add butter and garlic, and cook 1 more minute while basting the steak.
Remove steak and set aside.
In the same skillet, melt butter and add garlic, cooking 30 seconds.
Stir in flour and whisk until combined.
Add heavy cream and milk, then simmer until thickened.
Stir in Parmesan, Italian seasoning, salt, and pepper.
Mix in the cooked pasta until creamy and coated.
Add creamy pasta to a plate and top with garlic butter steak bites.
Garnish with fresh parsley and serve.
