In a saucepan or small skillet, heat the sesame oil and neutral oil over medium heat for about 3 to 5 minutes.
You can either pour the hot oil over a mixture of chopped green onions, garlic, salt, sugar, your choice of sauce, and black pepper in a heatproof bowl, or add the green onion mixture directly into the oil. Stir well and set aside.
To prepare the chili oil eggs, heat a small skillet over medium-high heat.
Add 2 tablespoons of the prepared chili oil to the skillet and spread it out using the back of a spoon.
Crack the 2 eggs into the skillet and cook them to your preferred doneness. If you prefer fully cooked eggs, cover the pan to cook the tops without flipping them.
Serve the chili oil eggs over a bowl of warm cooked rice.
If desired, garnish with sesame seeds and additional chopped green onions. Enjoy!
