Cook ramen noodles and drain.
Add soup base, seasoning oil and chili oil. Mix until fully incorporated. Set aside.
Add warm water to shallow plate, dip rice paper wraps until wrap becomes soft.
Transfer rice paper wrap to flat surface. Add handful of cheese and then ramen noodles.
Fold the top, then left and right sides and lastly the bottom.
Heat up pan and fry top and bottom, 2 minutes on each side.
