Preheat the oven to 350°F (175°C). Line a 9x9-inch baking pan with parchment paper.
In a medium bowl, combine flour, sugar, and melted butter. Mix well and press into the bottom of the pan. Bake for 15 minutes or until golden. Let cool slightly.
Spread raspberry jam over the cooled crust. Top with fresh raspberries and chocolate chips.
Mix flour, oats, brown sugar, and cinnamon in a bowl. Cut in the butter until coarse crumbs form. Sprinkle over the filling.
