Cut beef into thin slices then combine with all ingredients except olive oil.
Fry beef in olive oil.
Remove from pan and stir fry bell pepper, onion, garlic, ginger, and pepper if using.
While that is frying, mix sauce ingredients, then once peppers and such are saute'd add in sauce and beef and warm through.
Stir in green onion sliced in 1 inch pieces.
