Pour enough oil to coat the bottom of a frying pan and add rough chopped garlic and parsley stems. Cook for 2-3 mins on low heat then remove from the oil and discard
Add minced garlic and chilli flakes to the flavoured oil and cook for a few minutes to toast the garlic
Add tinned tomato's and crush (if they are whole). Add a pinch of salt and sugar and cook for 10-15 minutes until sauce thickens
Add penne to heavily seasoned water and cook according to the instructions on the box, minus 2 minutes. Remove pasta and add it to the sauce along with ⅔ cup of reserved pasta water. Allow pasta to fully cook, tossing to create a thick, creamy sauce
Add ½ cup fine diced parsley and toss through immediately before serving
