Add cold water gradually until dough comes together
Prepare beef filling by browning ground beef with salt, jerk seasoning, and black pepper
Add diced onion, minced garlic cloves, diced scallions, fresh thyme, and Scotch bonnet pepper to the beef
Stir in soy sauce and soaked bread crumbs
Add Oaxaca cheese if desired
Roll out patty dough and cut into circles
Fill each circle with beef mixture
Fold and seal the patties
Bake or fry until golden brown
