Get a large skillet going over medium-high heat and add in the beef tallow. Once hot, add in the peppers and onions. Let them sauté for a few minutes, mixing frequently then add in the ground beef. Let the beef sear for a few minutes to build some crust.
From there, start breaking up in the beef and mixing it in with the veggies then add in the garlic and ginger. Mix that in then add the green onions and basil as well.
Season with salt and pepper, then add in the soy sauce, fish sauce, honey and brown sugar. Mix well and let cook until everything starts to caramelize and crisp up. Taste and adjust if needed.
